The PACT Act is a federal law that expanded VA benefits and health care eligibility for veterans exposed to burn pits and other toxic substances during service.
A presumptive condition is one the VA has agreed to automatically consider connected to a qualifying exposure or service period, without the veteran needing to separately prove the link.
Burn pits were large open-air sites used to burn waste at some military installations; exposure to the resulting smoke is the toxic exposure the PACT Act addresses for eligible veterans.
